近日,有网友反映,近期通过微信充值话费,“以前的10元和30元充值消失,取代为最低50元到500元不等”,他认为运营商涉嫌滥用垄断地位侵犯消费者权益。
A growing number of Chinese consumers are expressing frustration over the disappearance of small-denomination mobile top-up options on major third-party platforms, sparking online discussions about "top-up freedom" and accusing operators of restrictive practices.
记者发现,很多用户都有类似烦恼。不少消费者表示,话费自由应是按需充值,而不是在一堆大额里挑充多少。
记者根据市民反映,调查了十余个平台后发现,大多第三方平台不能充小额或自定义话费,基本50元起充,甚至有的平台最低充值门槛为100元。
The issue gained traction on social media after users reported that previously common options, like 10 yuan ($1.4) or 30 yuan top-ups, had been replaced on platforms such as WeChat Pay with minimum thresholds of 50 yuan, and sometimes even 100 yuan. Many argue this forces them to pay for credit they don't immediately need.
但三大运营商的官方APP上,均可小额充值,也可以输入自定义金额。在移动、联通官方微信小程序上,最低充值金额为50元,也不能自定义金额;电信小程序上可充50元,也可自定义金额。
A subsequent investigation revealed a clear divide in charging practices. While the official apps of China's three major state-owned carriers (China Mobile, China Unicom, and China Telecom) all allow for small-value and custom-amount top-ups, their mini-programs on WeChat and most major third-party payment platforms have imposed a 50-yuan minimum.
有记者注意到,去年12月,就有网友在社交平台发帖称,低额度充值选项全都消失不见,最低充值金额变成了50元。
这一事件迅速引发了网友对“话费自由”受限的讨论。有网友质疑,话费充值设最低50元门槛不合理,是“强制交易”。
另一部分网友则反驳称,如果希望灵活选择金额,可以通过官方APP充值来避开限制。
多个第三方充值平台回应称,充值面额是由三大运营商设置的。微信客服表示,建议联系对应运营商客服咨询。
对此,联通客服表示,对平台充值有限制;移动客服表示,与平台小额充值合约到期,所以有50元最低限额;电信客服则称,充值金额都是各平台设置的。
Customer service responses placed blame elsewhere. Third-party platforms like WeChat claimed the top-up denominations are "set by the operators." The operators' hotlines gave conflicting explanations, citing "platform restrictions", "expired contracts for small-value top-ups", or outright stating that the platforms set the rules themselves.
陕西恒达律师事务所高级合伙人、公益律师赵良善认为,三大运营商在常用充值平台取消低价套餐于法无据,侵犯消费者自主选择权,或构成“强迫交易”。
Zhao Liangshan, a lawyer, stated that removing low-cost top-up packages from commonly used platforms lacks legal basis and may constitute "forced transaction", infringing on consumers' right to choose.
针对此事,有媒体评论称,话费充值虽是小环节,却折射出大问题。在市场竞争日益激烈的今天,运营商应当意识到,真正的竞争力源于对用户需求的精准把握和贴心服务,而非通过设置门槛来获取短期便利。服务理念的进步与倒退,往往就体现在这些细微之处。只有真正尊重消费者选择权、不断提升服务体验的企业,才能赢得长远的用户信任和市场认可。
The debate highlights a significant service issue. While workarounds exist via official apps, critics argue that in an increasingly competitive market, true competitiveness comes from understanding user needs and providing flexible service, not from imposing inconvenient thresholds that prioritize short-term convenience over customer satisfaction.
